I found these photos a while ago and was trying to find out more about the shackles that these inmates are wearing. Which I have not seen before, I think these photos where taken in the late 30's of early 40's. But they are a great set of phots, Let me know what you all think?.
I wonder if they were whipped with the strap if they didn't do a good days work or for whatever reason?
