The leash is used as an add to the guards moving around inmates. Prison to Prison or Prison to court . The idea of the leash is an added security, as well as the handcuffs. The leash will be placed on the one wrist of the inmate and the end of the leash will be held by the guard at all times. This was used by France and is still being used by Hungary which use a number of different styles of said leash, that included a leather and metal link leash. To show how the leash is used I have posted a video of said leash being used in a Hungary court room.

The Leash In Use
The leash is used as an add to the guards moving around inmates. Prison to Prison or Prison to court . The idea of the leash is an added security, as well as the handcuffs.
