I don't think you can ever stop the inmates from thinking about escaping. But you can go a long way to cut down the chances that an inmate  will get. The movment from Jail to Prison or from court  to Jail. The number of escapes that can happen on these transfer's has been going up over the last few years. Full handcuffes and shackles should be used at all times.
