In every prison around the world all inmates are counted. But it all depends on what level of security the inmates are living under. I believe every inmate should be counted on the hour every hour, yes I do know that is a lot to take on and a guard has a lot to do, but that is part of the guards job.
A guard should know were an inmate in his charge is at all times even locked in his cell.
In the UK the count seems to be a half hearted way to keep an eye on each inmate. In the USA their is a much more stringent count on the hour in the jail and prisons and their is no movement until every inmate is were he should be, this should be what happens in the UK too. But it's not always the case, and it's all ambled through each day. So many UK prisons do need to rethink on a lot of their security at all levels.
